Walsall LEA is obliged, in preparing its schemes, to take account of guidance given by the Secretary of State and, in connection with the consultation process, the LEA will ensure that every maintained nursery, primary and secondary school in the area of the LEA is consulted, as well as schools which the LEA already maintains.In the case of expenditure supported by specific government grants, e.g. standards fund, such arrangements already apply to certain categories or provision in order to meet the Secretary of State’s requirements. With effect from 1st April 2000 devolved Standards Fund monies will count as delegated for the purposes of the production of the statutory Section 52 Statement. The LEA is barred from making any deduction, in respect of interest costs to the LEA, from payments to schools of devolved specific or special grant. |
