Purpose of Group To provide a consultative network of Headteachers and education leaders to guide education innovation, strategy and shape Service Delivery to raise the attainment and achievement of C&YP in Walsall. Terms of reference 1. In partnership with other agencies interpret the five ECM Outcomes for schools enabling all schools to actively contribute to the CYPP priorities
2. Be responsive to new ways of working on the horizon including the implementation of educational aspects of the Children’s Plan 3. Provide a central repository for receiving, promoting and sharing leading edge, innovative practice locally, regionally, nationally and internationally 4. Involve schools in innovation at all levels 5. Maintain an overview and recommend priorities for strategies and the allocation of resources to improve learning and teaching and raise attainment. 6. Ensure innovative, high quality support for schools in the development of high quality learning and teaching 7. Ensure that innovation leads to raised standards of attainment and improved quality of provision in achieving the education outcomes of the CYPP and other key drivers 8. Develop a brokerage / commissioning service, i.e. a menu of good providers 9. Provide guidance on strategic direction and contribute to other relevant statutory and decision-making bodies 10. Be responsive to the needs of Schools Causing Concern in supporting both preventative strategies and Progress Team strategies in responding to a category 11. Ensure resources, such as the allocation of grants, are targeted effectively to achieve educational outcomes as defined in the CYPP. Monitor and evaluate the use and impact of such grants 12. Support Children’s Services as a national leader of innovation and excellence. 13. Produce reports of progress to CHEG.

Conduct of the meetings 1. Headteachers to be nominated by the Primary and Secondary Headteachers Forum for a period of 3 years, with half elected bi-annually for continuity. 2. Chair to be elected from within the group. 3. Meetings to be held two times a term. 4. Chair and Lead Officer to meet to agree agendas. 5. All agendas to be received 10 days before the meeting, with purpose of item. Supporting papers to be circulated with the agendas. If no supporting paper an item may be referred to the next meeting. 6. Draft minutes to be circulated within 10 working days of the meeting. 7. Summaries to be produced and posted on the Children’s Service website.
