Managing 'people issues' effectively and fairly is integral to the smooth running of schools. Headteachers are routinely required to give advice and make decisions on personnel issues and therefore this manual is intended to assist Headteachers and Governing Bodies achieve a consistency of approach in these tasks. The manual has been developed following full consultation with recognised Trade Unions, and in reaching agreement it draws together best practice policies and procedures, information on employment law, national conditions of service, model letters and other documentation arranged so as to be as ‘user friendly’ as possible. Policies have been developed primarily for use in Community and Voluntary controlled schools where the LEA is the employer. However, with minor amendments to reflect the different constitutional arrangements, there is nothing to prevent Foundation or Voluntary Aided schools adopting the manual as their model policies. Undoubtedly, issues will arise which cannot be dealt with easily by reference to the manual alone. In these circumstances, HR Advisor's are available to assist with any difficulties. Finally, as with any reference manual, policies and procedures will be reviewed and monitored on a regular basis to ensure that the advice contained therein is up to date and fully compliant with legislative considerations. It is intended to be a living, ‘growing’ document and Headteachers are encouraged to give feedback on its usefulness. I hope that Headteachers and Governing Bodies find the manual helpful.
