Walsall Children's Services

The governing body will need to ensure that an appropriate level of delegation is given to the committee.  It is recommended that the terms of reference of the committee are:  

• To recommend to the governing body the vision for extended services / children’s centre activity and its scope.
• To oversee the activities and outcomes of the children’s centre to ensure an inclusive, integrated and continually improving service to the community.
• To ensure the involvement of parents and the community.
• To be accountable, as appropriate, through the Governing Body, to parents, the local community; the local authority and Ofsted.
• To recommend polices to the full governing body (NB these need to be consistent across partner institutions).
• To agree the business plan for approval by the governing body and to monitor this plan (NB this needs to be agreed with Walsall Children’s Services).
• To approve and manage the budget and ensure value for money in the operation of the extended services, within the framework established by the governing body.
• To have overall responsibility for the appointment of staff within the agreed budget (NB this may in practice be delegated to the headteacher)
• To ensure that staff and partner representatives are trained and supported to undertake their roles.
• To ensure reporting and evaluation systems are in place including reports from the manager.
